GitHub Copilot Enterprise (2026): Price, Features and When It Beats Business
GitHub Copilot (Agentdex profile) Enterprise is the top Copilot plan for companies on GitHub Enterprise Cloud. It costs $39 per granted seat per month and includes 3,900 GitHub AI Credits per user, pooled across the enterprise. This guide explains what Enterprise includes, how it differs from Copilot Business, how credits and overage work, and how to decide whether the upgrade is worth it. Everything here is based on GitHub's Copilot plans page and documentation as of October 24, 2026.
Key Takeaways
- Price: $39 per granted seat per month, with 3,900 AI Credits per user each month. Copilot Business costs $19 per seat with 1,900 credits.
- Requirement: Copilot Enterprise is for organizations on GitHub Enterprise Cloud. Copilot is not available on GitHub Enterprise Server.
- Pooled credits: every seat adds credits to a shared pool, and usage beyond the pool costs $0.01 per credit unless admins block it.
- The real difference from Business is a bigger credit pool, priority access to premium models and, according to GitHub, often earlier access to new features and models. Most day-to-day features are in both plans.
- Completions are unlimited on both plans. Credits are used by chat, agents, code review and premium models.
What GitHub Copilot Enterprise is
Copilot Enterprise is one of two Copilot plans for businesses, alongside Copilot Business. GitHub describes it as including all the features of Copilot Business, a larger monthly pool of AI Credits and additional enterprise-grade capabilities. It is designed for companies that already use GitHub Enterprise Cloud and want Copilot available across their organizations with central policies, budgets and audit logs.
A useful detail: an enterprise owner chooses the Copilot plan for each organization in the enterprise. You don't have to put the whole company on Enterprise. You can pilot it in one organization and keep others on Business.
Copilot Enterprise vs Copilot Business
| Copilot Business | Copilot Enterprise | |
|---|---|---|
| Price | $19 per granted seat per month | $39 per granted seat per month |
| AI Credits per user per month | 1,900 (pooled) | 3,900 (pooled) |
| Models | Access to premium models | Priority access to premium models |
| New features | Standard rollout | Often earlier access to new features and models |
| Code completions and next edit suggestions | Unlimited | Unlimited |
| Agents, code review, policies, audit logs | Included | Included |
| Overage | $0.01 per credit | $0.01 per credit |
Here is the part most guides miss. At $0.01 per credit, Business's 1,900 credits are worth exactly $19 and Enterprise's 3,900 credits are worth exactly $39. The extra $20 per seat on Enterprise buys 2,000 more pooled credits, which is the same amount of usage you could buy as overage on Business. So the credits alone don't make Enterprise cheaper. You pay for priority model access and earlier features, plus the convenience of a bigger included pool. GitHub itself says the most cost-effective choice is either upgrading users to Enterprise or allowing extra usage on Business with budget controls, depending on how your teams use Copilot.
What both business plans include
- Inline suggestions and next edit suggestions, unlimited, in supported editors such as VS Code, Visual Studio and JetBrains IDEs.
- Copilot Chat in IDEs, on github.com, in GitHub Mobile and in Windows Terminal.
- Copilot cloud agent, which you can assign issues to and which opens pull requests, plus agent mode in the IDE and the Copilot CLI. Third-party agents are in public preview.
- Copilot code review and pull request summaries.
- Customization: repository, personal and organization custom instructions, prompt files and MCP servers.
- Governance: organization-wide policy management, audit logs, content exclusion, and the option to block suggestions that match public code.

How AI Credits and billing work for organizations
One GitHub AI Credit equals $0.01. Each seat contributes its credits to a shared enterprise pool, so heavy users can draw on what light users don't use. When the pool runs out, usage continues by default at $0.01 per credit. Admins can set budgets, get alerts at 75%, 90% and 100%, and decide whether extra paid usage is allowed. If it isn't, Copilot pauses until the next cycle.
Code completions and next edit suggestions never use credits. What uses them is chat, agent mode, the cloud agent, code review, the CLI and premium models. Bigger models and longer agent sessions use more. A quick worked example: 100 Enterprise seats cost $3,900 a month and give a pool of 390,000 credits. If your developers use 450,000 credits that month, the extra 60,000 credits cost $600.
If you have read older articles that mention "premium requests" at $0.04 each, those describe a billing model GitHub has since replaced with AI Credits. For plan-by-plan numbers, see our GitHub Copilot pricing guide.
Data and privacy
GitHub says data from Business and Enterprise customers is handled under its Data Protection Agreement, and the model-training use that applies to individual plans (Free, Pro, Pro+ and Max) unless users opt out does not apply to Business and Enterprise. One model-specific note from GitHub's docs: when Claude Fable 5 or Fable 5.1 is used, Anthropic retains prompts and outputs by default to run safety classifiers. Enterprises can request zero data retention for those models through the end of 2026, and an admin must still enable each model. Check GitHub's Copilot documentation for current details before rolling out to regulated teams.
Who should choose Copilot Enterprise
- Large engineering organizations on GitHub Enterprise Cloud that use agents heavily and want a big included pool rather than managing overage.
- Teams that want new models and features early, and priority access to premium models when demand is high.
- Companies standardizing on GitHub for issues, pull requests, Actions and code review, where Copilot's cloud agent and code review fit the existing workflow.
Stay on Business if your developers mostly use completions and occasional chat, if your usage dashboard shows most seats well under 1,900 credits, or if you'd rather pay overage only for the few heavy users. Look elsewhere if you're on GitHub Enterprise Server, or your code lives mainly in GitLab or Bitbucket. See Copilot alternatives for options.
How to roll it out
- Start with Business across the enterprise and check the AI usage dashboard after a month.
- Move the organizations with the heaviest agent and code review usage to Enterprise as a pilot.
- Set budgets and alerts from day one, and decide whether overage is allowed.
- Add organization custom instructions so Copilot follows your conventions. Our free Vibe Coder Starter Kit has rules templates you can adapt.
- Compare PR cycle time, review load and credit spend between pilot and non-pilot organizations before expanding.
